Zhang Chunjiang: China Mobile Party chief put under investigation for violating disciplines

According to the report on December 26, 2009, Zhang Chunjiang, who is secretary of China Mobile’s CPC Committee and the company’s voce president, was put under investigation for seriously violating disciplines. The report was confirmed by the relevant director of the Commission for Discipline Inspection of the Central Committee of the CPC.

Zhang Chunjiang was moved to China Mobile from China Netcom in May 2008. It was said that Zhang was not in charge of any detailed affairs since he took the post in China Mobile. Therefore, his violating disciplines might happen before his transfer.

Zhang was born in 1958 in Yantai, Shandong, and graduated from Beijing University of Posts and Telecommunications. He is a senior engineer with extensive experience in telecommunications management, operations and technology. From 1993 to 1999, he held a series of senior level positions including serving as director of the telecommunications administration department of the Ministry of Information Industry. He became president of China Netcom in 2004.

According to the report, when China Netcom and Chine Unicom were on the way of combination, Zhang Chunjiang made a false report of China Netcom’s performance with the hope of becoming the leader of the new China Unicom after the restructurings. However, things went on against his wishes. The supervisors soon found the problem and immediately launched a secret investigation.

Another report said that Zhang was put under investigation for the Ultrapower Software Corporation, which went public on the second board a while ago. It was the partner with China Mobile on its Feition business. Feition was put into use in June 2007 with Ultrapower Software Corporation supporting its operation. However, someone said that it was a rumor and no confirmation was available till the end of 2009.
